TITLE: UNDERAGE STUDENT ENROLLMENT STANDARDS

PURPOSE

To establish rules for the enrollment of students under the age of 18. Students who are not yet 18 years old are defined as being underage for the purpose of enrollment at 博天堂官方.

STATEMENT

ENROLLMENT OF UNDERAGE STUDENTS AS DEGREE SEEKING STUDENTS
Students who are 16-17 years of age who provide proof of satisfactory completion of a secondary school curriculum or GED are eligible to be admitted as certificate or degree seeking students. Applicants may be required to provide appropriate transcripts that may be evaluated against state-approved secondary standards.

ENROLLMENT OF UNDERAGE STUDENTS IN CREDIT COURSES
Linn-Benton Community College offers an educational environment and curriculum designed for an adult learner. In some cases it may be appropriate for underage students to enroll in credit courses at 博天堂官方. Underage student applications will be reviewed to determine that:

  1. Participation will not likely create a health or safety risk for any person or be in violation of federal or state statutes or regulations,

  2. The student has the ability to benefit from college-level instruction, and

  3. Another, more age-appropriate, instructional resource is not available.

The college reserves the right to use the above standards as in relation to the course subject matter, safety factors or other significant concerns. A parent or guardian and the student will be required to complete a safety agreement for any courses with a safety requirement.

ENROLLMENT - ARTICULATED AGREEMENTS
The college works in partnership with local high school districts in supporting school improvement efforts by providing educational opportunities for the youth of Linn and Benton counties, when appropriate as part of an articulated program.

Such persons may enroll in college courses and programs according to the terms and conditions of articulation agreements that exist between the college, school districts, and/or other agencies. A Campus High School Partnerships form is required for all students requesting enrollment through an articulated agreement.

ENROLLMENT – INDEPENDENT OF AN ARTICULATED AGREEMENT
Students who are 16 or 17 years old and are not enrolled as part of an articulated agreement, or have not satisfactorily completed a secondary school curriculum, or have not completed a GED certificate, and who wish to enroll in credit classes, will be required to file a Campus High School Partnerships form and complete placement tests. It is the student's responsibility to submit the completed form to the High School Partnerships office for review and complete placement tests prior to registering for classes.

Students under the age of 16 who have not graduated from high school and who wish to enroll in credit classes will be required to file a Campus High School Partnerships form along with a current academic transcript along with one letter of recommendation and complete placement tests.  An interview with a member of the High School Partnerships department, college advisor and/or and selected faculty is also required. The letters of reference should address the student's academic and social readiness to take a class on the college campus.

SUMMER TERM ENROLLMENT
A Campus High School Partnerships form is not required for enrollment in summer term classes unless the student would like to have their summer grades sent to their home high school. To transfer summer class credits to the home high school, the student must complete a Campus High School Partnerships form and submit it to a member of the High School Partnerships department before the end of summer term.

F-2 VISA DEPENDENT HIGH SCHOOL STUDENTS
At 博天堂官方, F2 students who are attending high school are allowed to participate in articulated programs that allow eligible high school students to attend college level courses at any 博天堂官方 campus or center. The F2 student is considered a high school student and not required to change status to F1 to participate for the following reasons:

  • The student is considered to be enrolled at the high school with college credits added to the students high school enrollment level;
  • The high school receives state reimbursement for the enrollment at 博天堂官方;
  • The high school establishes the eligibility requirements for students to participate in the program and approves student initial and continuing participation;
  • The high school pays some combination of tuition, books and transportation for each student;
  • The student, if eligible, may participate in OSAA sanctioned activities (sports, band, debate, etc);
  • All credits completed by the student are transferred to the high school and placed on the high school transcript;
  • The student must attend advising sessions with a designated high school counselor for course planning;
  • Student attendance is reported to the high school.

ENROLLMENT OF UNDERAGE STUDENTS IN NON-CREDIT CLASSES
Although the college generally does not require underage students to provide Campus High School Partnerships forms for non credit classes, it does ask them to obtain instructor permission. The college reserves the right to impose standards as deemed appropriate by the course subject matter, safety factors, learning environment, or other significant concerns. It is the student's responsibility to obtain permission to enroll. Failure to receive permission may result in being dropped from the class.

ENROLLMENT IN GED PREPARATION CLASSES
Underage students wanting to enter GED preparation classes must provide one of the following:

  1. Referral from their high school by use of the Campus High School Partnerships form, or

  2. An Exemption from Compulsory Attendance signed by their resident high school.

  3. Home school students need referral paperwork, provided and signed by the Linn, Benton, Lincoln Educational Service District.
